According to key messages published by IRCC, Canada exceeded its 6% target for francophone admissions outside Quebec in 2024, reaching about 7.2% of admissions. Targets keep rising across the 2026-2028 plan, with the aim of passing the 10% mark by 2028.

This direction is part of restoring the demographic weight of francophone minority communities, a repeated federal commitment.

What changes inside Express Entry

The “French-language proficiency” category of category-based selection allows invitations of candidates whose CRS score is below general draw thresholds. A strong TEF Canada or TCF Canada result (NCLC 7 or higher in all four abilities) can become the decisive factor of a profile.

Community initiatives and francophone pilot programs add further pathways in cities outside Quebec.
